POST
SEASON TOURNAMENT POLICY
I.
Teams in all age brackets and levels will
participate in the ECSA Post Season Tournament. The
Commissioner's Committee will determine sites and
brackets based on a Club's facilities and ability
to support that level of play. To the maximum
extent possible, all clubs will have an opportunity
to host each level of play in rotation.
II.
Season Standings
A.
Seedings for the ECSA Post Season Tournament
shall be determined by each team's standings
within their respective age bracket. For
tournament play the higher seeded team shall be
the Home team and retains responsibility for
switching jerseys in the event of a
conflict.
B.
The standing of the teams in their respective
age brackets shall be computed by using the
following point system:

Two (2) points for a conference victory
(either on the field or by forfeit)
- One (1) point to each team for a conference
tie
- Zero (0) points for a loss or
forfeit
C.
In the case of an age bracket where teams in
different conferences did not play an equal
number of conference matches, a winning
percentage using points earned against possible
points will be calculated to facilitate
seeding.
D.
If, at the end of the regular season, two or
more teams are tied in their respective age
bracket by points or winning percentage, then
tournament seeding shall be determined by the
following tie-breaker:

First tie-breaker - The results of any
previous Head-to-Head conference
competition
- Second tie-breaker - Commissioners's
Committee will conduct a blind draw
III.
Tournament Rules
A.
Protests: With the exception of ECSA Policy on
Participation there will be no protests during
tournament play. Participation protests, with
both coaches' score sheets, must be submitted
within one hour of the completion of the match,
to the site Commissioner for resolution.
Comments, in writing, about "Officiating errors"
shall be referred to the Director of Officials
for his use. Officiating Errors are not basis
for a protest.
B.
Score Sheets: Each coach will provide a score
sheet in accordance with ECSA regular season
procedures, and an adult or High School age
youth to monitor scoring and
participation.
C.
Participation: Player participation in the ECSA
Post Season Tournament shall be in accordance
with regular season ECSA Policy. Practice
violations and other disciplinary actions shall
only apply to the first match for which the
player is present.
D.
Yellow Card/Red Card Policy: The yellow and red
card policy as expressed in ECSA Policy shall
carry over to the ECSA Post Season Tournament. A
player receiving a second yellow card in the
same game or a red card will appear before the
site Commissioner before beginning the mandatory
one game suspension. The suspension applies to
the next game the team actually plays, byes and
forfeits do not count. Red Cards accumulated
during the regular season carry into the Post
Season Tournament for application towards the
multiple red card rule. Each site Commissioner
will be provided a list of accumulated cards by
the Director of Officials.
E.
Rosters: The ECSA Secretary will prepare
official rosters of each team for tournament
play. These rosters will be provided to each
Club to verify their accuracy prior to
tournament play. Once certified by the Clubs,
the rosters will be provided to the site
Commissioners to verify eligibility of all
players before their first game.
F.
Scorer's Table/Scorekeeper: Each Club will
provide a table or similar fixture and two
chairs at each field where tournament play is to
occur. Each team playing at that field will
provide an adult or High School age youth to
record scores as provided by the referee and
monitor participation by players. Scorekeepers
will exchange sheets so that they are verifying
the scores and participation of their opponent.
Each player entering the game will check in with
the scorekeeper at midfield prior to entering
the game. Scorekeepers are authorized to advise
the coaches of each team regarding participation
of all players. It is the intent of ECSA that
all players get to participate rather than
create a situation that would require a team to
forfeit a game. Ultimately it is the coach's
responsibility to ensure the participation of
all players.
G.
Tie Games: Winners of contests that are tied at
the end of regulation time shall be determined
in accordance with the ECSA Post Season
Tournament tie breaking procedures.
H.
Tie Breaking Procedures:
1.
All games prior to the Semi-finals and Finals
will proceed directly to Tie Breaking Kicks
from the Penalty Spot.
2.
Semi-finals and Finals: All semi-final and
final games that end regulation time in a tie
will play two (2), five (5) minute overtime
periods. There will be a five (5) minute
break between regulation time and the
overtime periods during which the referee
will conduct a coin toss to determine ends of
the field and kickoff responsibilities. Teams
will exchange ends at the end of the first
period and immediately resume play with a
kickoff. The overtime is not "sudden death"
and will be played in its entirety. If at the
end of two (2), five (5) minute overtime
periods the game is still tied, then the
teams will proceed directly to Tie Breaking
Kicks from the Penalty Spot.
I.
Tie Breaking Kicks from the Penalty
Spot:
1.
At the conclusion of the game, each team will
select five (5) players who were on the field
at the end of time, to participate in the
first set of five (5) tie breaking kicks.
Goalkeepers on the field at the end of time
may participate in tie breaking kicks. The
referee will select the goal at which the
kicks will be taken and conduct a coin toss
to determine which team will kick first. The
winner of the coin toss will kick first. The
first five (5) kicks are not "sudden death"
and will continue through all five (5) kicks
unless one team builds a lead which cannot be
overcome (e.g. 3-0 with only two kickers
remaining). Kicks will be taken in
alternating fashion, i.e. team A takes kick
one (1), team B takes kick one (1), team A
takes kick two (2), team B takes kick two
(2), etc.
2.
If, at the end of the first set of tie
breaking kicks, the game is still tied, then
each team will select an additional set of
five (5) kickers from the players who were on
the field at the end of time. Kicks will
continue in an alternating fashion in the
same order as the first set of kicks until
one team misses and the other makes its kick,
i.e. team A misses kick seven (7) and team B
makes kick seven (7). This procedure will
continue through as many additional sets of
five (5) kicks as is necessary to determine a
winner.
a.
U9, U10: After all players on the field at
the end of time, have kicked once, then
players from the bench may be used to fill
out the second five (5), (normally kicker
number ten) and subsequent kickers. Only
after all players who are physically able
(not injured or ill) or have not been sent
off (red carded) or suspended, have
kicked, may players kick a second time.
Kicks will be taken from the penalty
spot.
b. U12, U14, U16, U19: After all players
on the field at the end of time, have
kicked once, then players from the bench
may be used to fill out the third five (5)
and subsequent kickers. Only after all
players who are physically able (not
injured or ill) or have not been sent off
(red carded) or suspended, have kicked,
may players kick a second time. Kicks will
be taken from the penalty spot.
3.
Score: The score of a game decided by Tie
Breaking Kicks from the Penalty Spot shall be
recorded by showing the tie score on the
score sheet followed by the results of the
tie breaking kicks in parenthesis, i.e. 2 - 2
(3 - 2) winner Team A.
